Comprehensive petroleum cooperation between Norway and Sudan

Last updated: 30/11/2010 // Norway has since 2006 provided Sudan with technical assistance in its management of the petroleum sector - a programme that benefits both the Government of National Unity (GoNU) and the Government of Southern Sudan (GoSS). Almost NOK 40 million has been allocated to the 2010 activities and the amount is expected to increase significantly in 2011.

The programme currently consists of two longer term capacity building projects – one for GoNU (Government of National Unity) and one for GoSS (Government of Southern Sudan). Moreover, two shorter term projects - one regarding the post-2011 negotiations; and another regarding the NPC audit - concern both the GoNU and the GoSS.

The GoNU capacity building activities are carried out in cooperation with the Ministry of Petroleum in Khartoum and include the following:

  • Management support
  • Resource management support
  • HSE management support
  • Revenue management support
  • General support

The GoSS capacity building activities are carried out in cooperation with the Ministry of Energy and Mining and Nilepet in Juba. The main activity is the extensive Petrad capacity building programme which is based on a Training Needs Assessment carried out in 2009. This programme is currently being implemented.

A Norwegian team is presently facilitating the Post-2011 negotiations of the petroleum committee between the Parties to the Comprehensive Peace Agreement (CPA). This task is of great importance.
