Often referred to as the forgotten conflict, the situation in Eastern Sudan has for several decades represented serious challenges to the population in the area, with violent confrontations between government forces and rebel movements. On the 14th of October 2006, the Sudanese government and the Eastern Front signed a peace agreement. Norway supported the peace talks financially and with political advice.
07/01/2007 :: In October 2006, the Government of National Unity (GoNU) and Eastern Front (comprised of Beja Congress and Rashaida Free Lions) reached a peace agreement after intensive consultations. The negotiations were led by the Eritrean government, and the peace talks were held in the Eritrean capital Asmara. The international community was not allowed to participate in these negotiations.
ESPA
The Eastern Sudan Peace Agreement (ESPA) lays down a framework for rehabilitation and development of this marginalized region, focusing on capacity building, strengthening of infrastructure, poverty eradication and a return of refugees and IDPs. The agreement further requires that members of the Eastern Front are represented in GoNU. The ESPA also stipulates the establishment of a “Joint Implementation Committee”, comprised of members from the Parties, to oversee the implementation of the agreement.
Norway will continue to prioritize the Eastern areas in cooperation with Sudan. Foreseeing an effective implementation of the agreement will need the ongoing support of the international community.
